Kerala government start a public portal for online submission of various applications under the department of Woman and child development project. At first, you register on this web portal and apply online.

ONLINE APPLY FOR VARIOUS SCHEMES UNDER WCD KERALA

ABHAYAKIRANAM (അഭയകിരണം)

This scheme provides financial assistance to destitute widows. An objective of Abhayakiranam project is to provide a safe and better living environment to destitute and homeless widows. This scheme provides monthly financial assistance of Rs. 1,000/- to the close relatives of destitute widows who provide protection and shelter to them. In the initial phase, the State Government has accorded Administrative Sanction for providing financial assistance to 200 persons at Rs 1,000/- each for 6 months. 

Guidelines for selecting beneficiaries

  • The age limit of the applicant (destitute widow) must be above 50 years.
  • The applicant should not be receiving a Service pension or Family pension.
  • The applicant should not be a beneficiary of schemes implemented through SJD (Aswasakiranam, Samashwasam)
  • The Widows do not have the finances or property needed to live on your own
  • These are widows who can be residents of any institution are not eligible for funding.

Documents required

  • Attested copy of SSLC certificate/Election ID card/ Aadhar card for age proof.
  • The annual family income should be below Rs. 1 lakh. (Attested copy of Ration card/Income certificate from Village office/BPL certificate)
  • Certificate from concerned Village officer showing that the applicant is a widow and is under the protection of the relative
If you get financial assistance this year you must apply again next year

MANGALYA (മംഗല്യ)

The Mangalya scheme, which provides financial assistance of Rs. 25,000 / - for remarriage of poor widows and legal divorcees, has been implemented in the State since 2008.

The criteria for availing of benefits under this scheme are given below.
  • Applicant BPL. / Should be in the priority category.
  • Widowhood due to the death of her husband and women belonging to families who have become widowed due to legal separation are covered under this scheme.
  • The remarriage should be registered with the marriage registrar and the certificate should be produced along with the application.
  • The application should be submitted within 6 months of remarriage.
  • Financial assistance is provided for the remarriage of widows between 18 and 50 years of age.
Applications for financial assistance should be submitted online to the District Women and Child Development Officer through the Child Development Project Officer along with the documents.

Required documents

  • Death Certificate of Husband of First Marriage‌.
  • Court order regarding divorce.
  • BPL / Priority category ‌ Certified document (copy of ration card).
  • Copy of the applicant's bank passbook.
  • Copy of Certificate of Registration of Marriage: (Attested)

PADAVUKAL (പടവുകൾ )

Under this scheme, tuition fees for widows' children studying for professional courses in government-aided institutions and mes fees prescribed by the institute for those staying in hostels are provided. (MBBS, Engineering, BDS, BHMS, BAMS etc.)

The semester fee is 2 times per year and the annual fee is one time.

Terms & conditions for submitting this application

  1. Must have admission in Government-Government Aided Institutions on a merit basis. (Must be studying in Universities recognized by the Medical Council of India State Governments and Colleges)
  2. Must be studying professional courses approved by the Central and State Governments.
  3. The annual income of the family should not exceed Rs. 3 lakhs.
  4. Only those belonging to BPL (Priority Category) category are eligible for financial assistance.
  5. Divorced women are entitled to financial assistance for children of homeless families.
  6. Remarried persons are not eligible for this benefit.
  7. Children of women who have been abandoned by their husbands are entitled to financial assistance.
  8. Children of women who have been missing for more than one year will be eligible for financial assistance. A certificate from the concerned Revenue / Village Officer should be produced on receipt of such applications. If there is an impediment to this, it should be made available in writing from the Village Officer along with the application and then the applicant should obtain an affidavit from the concerned Panchayat President / Secretary and upload it with the application.
  9. The children of women whose families are unable to work and support their families due to spinal cord injury/paralysis will be eligible for financial assistance with the application.
  10. You need to get a medical certificate from a government doctor and upload it.
  11. Children of women mothers are entitled to financial assistance other than through legal marriage.
  12. Children of HIV-infected individuals undergoing ART therapy are also eligible for funding. They have to get the medical certificate from the government doctor and upload it along with the application.
  13. Only a maximum of two children in a family is eligible for financial assistance.
  14.  A certificate of non-receipt of any scholarship from the State / Central Government should be obtained from the Head of Education and submitted with the application. Recipients of other scholarships are eligible for this grant not eligible.
